Our expertise, capability, and leadership

We undertake targeted projects on our own behalf, and in collaboration with other consultancy groups and tertiary education research institutions.

Our Australian clients include Commonwealth and State Government agencies, non-Government school authorities, and tertiary education providers. We have also undertaken consultancies for the New Zealand Ministry of Education, the Philippines Commission on Higher Education, the Philippines Department of Education, and the Public Education Evaluation Commission in the Kingdom of Saudi Arabia.

DenStat Solutions has provided advice on:

Dr Bruce Mowbray

PhD, MSc, BSc, Dip Ed, Dip Coal Geol

Bruce Mowbray is the Managing Director of DenStat Solutions. He is located in Sydney. He began his career as a secondary mathematics teacher in the NSW Department of Education. Following more than 20 years of teaching he undertook a range of roles including Curriculum Adviser in the Studies Directorate of the Department of Education, Senior Policy Adviser in the Ministry of Education and Youth Affairs; Senior Policy Officer in the Department of Training and Education Coordination, Chief Education Officer, Department of Education and Training; Manager Interim Committee for a NSW Institute of Teachers and Manager Planning, Management and Review at the NSW Institute of teachers. More recently his work has comprised consultancy contracts in conjunction with Atelier Learning Solutions, the University of New England and as a sole consultant.

Bruce has a background in policy advice and in large-scale policy evaluation and development projects having been the executive officer to the Review of  the Higher School Certificate (McGaw Review) and the Review of Teacher Education in NSW (Ramsey Review). He also worked as an adviser to the NSW Director-General of Education and Training before transferring to the NSW Institute of Teachers. In this role, he was responsible for establishing the information technology, financial, human resource and executive support systems of the Institute.

Bruce is an experienced program manager, having worked on policy and public sector reform initiatives since 1990. He has expertise in project and change management, in applying a logical framework approach to project design, planning, monitoring and evaluation, and in the use of participatory methodologies for engaging multiple stakeholders in significant change programs. He is also experienced in governance, project budgeting, tender and contract management. He has expertise in the use of technology to analyse both qualitative and quantitative feedback from large-scale evaluation projects.

Bruce has experience working in high level advisory and policy roles in the public service and across government, at state, national and international levels. He has extensive experience representing on national advisory committees and advising Ministers at a state and national level across a range of diverse areas. He has experience in working within the private sector.

Bruce is widely respected through his work with schools and senior policy makers in review, evaluation and action research. His wide background in teaching, educational administration, policy, and national evaluation projects equip him with substantial understandings of issues related to the quality of teaching and school leadership in Australian schools.

More recently Bruce has developed specific expertise in three fields:

  • teacher quality initiatives, specifically the development, validation and implementation of professional teaching standards
  • analysis of student outcomes including effect size and relative gain measures
  • program evaluation using quantitative and qualitative research methods.

Bruce’s contribution to education and his capabilities have been recognised by his being made a Fellow of the Australian College of Educators. He is currently an affiliate of the University of Sydney, holding the position of Senior Research Fellow.
